CHARTER REVIEW COMMITTEE
Minutes - September 22 2009
Present: Scott Kerry, Chair; Nan Balmer, Judy Cannon, Stephen Wasby
Absent: John Knight
The meeting began at 5:05pm and ended at 6:15pm.
The minutes of the September 8, 2009, meeting were approved as distributed, 3-0.
No meeting has yet been set with the Town Administrator.
Stephen Wasby mentioned a suggestion, from someone on a Charter Review Committee in another Town, that when our work is completed, we meet with state Rep. Sarah Peake.
Stephen Wasby offered additional language for C3-8.I:
Transitional provision: At the Town election next following adoption of the amendment from “three” to “six” members, in addition to the election of a member to an existing position, there shall be an election of three additional members – one for a one-year term, one for a two-year term, and one for a three-year term.
Moved, seconded, and approved, 4-0.
To correct a grammatical problem, it was moved, seconded to change “Attendance at” to “Attend” in C4-3(1). Approved, 4-0.
It was decided to further defer C4-3C(3), including Steve Wasby’s suggestion of adding “including evaluation of personnel.”
After Steve Wasby raised the issue of the Town Administrator appointing the Police Chief and the Fire Chief and some discussion, it was decided to defer consideration of C4-4, particularly as to those positions and as to C4-4D.
There was general agreement to retain C4-4A, C4-4B, and C4-C, but those items were held
until the entire section can be considered.
The Committee then proceeded further through Article IV and began work on Article V:
- C4-5. Moved, seconded to insert “shall” after “action” and otherwise
retain as written. Approved, 4-0.
- C4-6. Moved, seconded to retain as written. Approved, 4-0.
- C4-7. Moved, seconded to retain as written. Approved, 4-0.
- C4-8. Moved, seconded to retain as written. Approved, 4-0.
- C4-9. Moved, seconded to retain as written. Approved, 4-0.
- C4-10. Moved, seconded to retain as written. Approved, 4-0.
- C4-11. Moved, seconded to retain as written. Approved, 4-0.
- C4-12. Moved, seconded to retain as written. Approved, 4-0.
- C5-1. Moved, seconded to retain as written. Approved, 4-0.

Judy Cannon said that rules for Town committees need to be clear and need to be enforced and that perhaps enforcement of those rules could be added to the Town Clerk’s duties. There was discussion of whether changes were needed in Section C5-2 or whether the changes should be made in Section C9-5. udy Cannon will propose revisions in Section C5-2 for the next meeting.
Further discussion on this section and the remainder of Article V was deferred (3-1).
Section C5-3 will be the next new section to be considered.
